What they mean is their continued deluded mindset that people only listen to internet radio on apps, and specifically BBC Sounds.
They are not man enough to admit that they want all media streaming internet access to be via iPlayer or Sounds for control & tracking purposes. Dumb internet radios do not give them the data they want.
The message that they 'informed' internet radio manufacturers in May is a smokescreen - no other radio stations followed their lead with MPEG-DASH some years back, so most manufacturers ignored it. Only a small number of sets will natively work with it.
EDIT: I have now read the article and I take it back - they have been man enough to admit their greed for data:
'.... it will allow us to understand more on how our content is consumed. This forms part of our strategy for BBC Sounds and is important to help us improve the services we offer to our listeners. '
